You'll want to start off with a professional company letterhead. Use a better letter template - you can find it any basic word processing program like Microsoft Word. Fill in the empty areas with the date, the company address, your name, the company name, and then dear so-and-so. Be sure to spell their name correctly.

Open your letter with the intention to hire the candidate. State the name of the candidate and what their job title will be. And be sure to include some basic duties and responsibilities that they'll be prepared to do if they have that job. Detail the requirements that the applicant must meet in order to perform that job.
